Stream event timestamps are not unique

      Description

      When I ingest two stream events one after the other, the stream timestamps seem to overlap now:

      [{"timestamp":1469472947421,"headers":{},"body":"Hello"},{"timestamp":1469472947421,"headers":{},"body":"World"}]

      Earlier, they used to have distinct timestamps :
      [{"timestamp":1469474360246,"headers":{},"body":"Hello"},{"timestamp":1469474360898,"headers":{},"body":"World"}]

      Have to make sure whether impersonation changes had any effect on this. This causes issues when we have say Stream2Table and ts is used as the timestamp and only one row is created in the destination Hbase table.
