      Description

      I'm seeing a lot of warnings about failure to write lineage when running any test in DataPipelineTest:
       

      [LocalJobRunner Map Task Executor #5:c.c.c.d.m.w.LineageWriterDatasetFramework@207] - Failed to write lineage information for dataset dataset:system.lineage with access type UNKNOWN
      

      When I set a breakpoint at that line, I can see that it's because the BasicLineageWriter tries to start a transaction, but it is already in a transaction. Apparently this bug was always there, but there was a cache that caused it not to happen often. We removed the cache since it would leak memory, but that triggered this existing bug.
