Allow users to set a default profile for a namespace through the UI

      Description

      This can be done by setting a namespace-level preference. However, this should be a more explicit, discoverable experience. The implementation can be via preferences, but a user should be able to see an explicit spot where they can set this compute profile. This could be either a separate setting on the namespace details page, or an explicit input in the preferences modal for namespaces.

       

      By default, the on-prem profile is what the system uses as default. Default profiles are displayed with an orange star next to them, using a similar visual vernacular as the default Namespace. 

      WORKFLOW

      The default compute profile is visually distinguished by a orange star, similarly to how the default Namespace is highlighted in Namespace Details View.png

      The user  user can change the profile used by default in either the system or the Namespace level.
      To change the default profile, the user has to hover over the profile list, and select the outlined star. Namespace Details View Copy.png
