Sometimes unable to stop programs in starting state

      Description

      If a program run is in the 'starting' state but there isn't a RuntimeInfo for it in ProgramLifecycleService, the stop endpoint is essentially a no-op. This can happen if app-fabric dies while starting a program.

      How this manifests is that the UI will make the stop call and poll for the state to change, causing the stop button to forever display the spinning icon. The RunRecordCorrector will eventually mark the run as failed, but we should be able to transition it to failed or killed directly if somebody tries to stop it in this state.
