Connections - When an error banner is displayed the user should be able to continue working without having to dismiss it first.

      Description

      The user selects an invalid table, they have to close the error banner before clicking another table.

      This behavior is problematic two folds: 

      1. If an error message is containing information/instructions for a user to fix the problem, forcing the user to close it is counterproductive, as the user will have to either memorize the instructions or repeat the error multiple times to reread the message and refresh their memory. 
      2. In case of connection, the user will want to click to a new a table/dataset. it is very disruptive to have to move the mouse across the screen and  click the [x] icon in the banner, instead of selecting the next option (a new table, or a different connection).

      Acceptance Criteria:

      The user can continue working without having to close the error banner. 

      The banner persists until the user makes a new selection: e.g. clicks on a new table, or a connection. When the page refreshes the banner dissapears
