Suppress logback logging in CLI

      Description

      I put the CDAP CLI bin dir on my PATH, so I can use the CLI from any directory.
      However, calling the CDAP CLI from some arbitrary directory creates a log directory and log files in that arbitrary directory.
      This doesn't seem proper (those logs should be in one central place), not anywhere I call the CLI from.

      The files that are created:

      ls logs/
      access.log			cdap-debug.log			cdap.log			external_auth_access.log
