CDAP init scripts error when starting a started service

      Description

      If I try to start a service that is running, I get an error:

      # /etc/init.d/cdap-router start
      router running as process 8766. Stop it first.
      # echo $?
      1
      

      not sure if this is intended or not, or if there is some best practice here. One effect this has is if Ambari thinks the service is down for some reason, the only action you can perform is to start the service. But since the service is already running, the start 'fails', and Ambari forever thinks the service is stopped.
