Log uncaught exceptions in handler rather than in code running the service

      Description

      In a few places in CDAP Master we suppress uncaught exceptions from being logged to stderr using no-op uncaught exception handler.

      For eg. all services extending UnloggedExceptionIdleService, or DatasetService.

      Logging uncaught exceptions is important while debugging a frozen application. If we don't want these log messages to go to stderr, we can log them to a logfile using the Logger.
