Explore jdbc driver throws exceptions when it should no-op

      Description

      The cdap explore jdbc driver behaves badly in a couple scenarios.

      The first is that ExploreConnection.setAutoCommit always throws a SQLFeatureNotSupportedException exception. This should only throw an exception if somebody sets it to false, as everything in explore can be thought of as auto commit, and because getAutoCommit always returns true.

      The second is that commit() will always throw an exception. This should just be a no-op, as there is no hive equivalent.
