Users should not be allowed to map a namespace to custom mapping which is already mapped

      Description

      With custom mapping if there is a namespace which is mapped to some custom namespaces and an user tries to creates another namespace with the same mapping it passes.

      If the root directory mapping is same and there is something deployed in the namespace it fails because we check for empty location but this is not something which we can depend on. Also, this is only for root directory and will let user map another namespace to same location if the previous existing namespace is empty.

      We should fail such creations even if there is one storage provider mapping which is similar.
