Master shutdown should clean up the copied jars in hdfs and node path in zookeeper

      Fixing the stream container to terminate cleanly, also fixed the issue where master twill jar's were not cleaned up after master shutdown.

      Description

      Currently when master starts up, we copy the jars needed to HDFS under
      `/cdap/twill/master.services/<uuid>`

      This should be cleaned up on master shutdown, but it doesn't seem to clean up on my cluster with CDAP-3.5 running.

      the nodes in zookeeper at `/cdap/twill/master.services/` also show the old instances ids.
