CDAP security properties should be overidable in the Ambari service

      CDAP security settings are now overridable per-host when installed using the CDAP Ambari Service.

      Description

      In the Ambari service the security properties should be overridable. Currently values like "router.ssl.keystore.keypassword" aren't overridable. If a user has different password for each node, there is no way to set this up without a workaround.

      The work around would be to manually modify the the security.xml at "/var/lib/ambari-server/resources/common-services/CDAP/4.1.1/configuration/cdap-security.xml" by setting the overridable to true and restart Ambari.
