coopr-base can interfere with sudo access in vanilla standalone

      Description

      since adding the user management cookbooks to coopr-base, there are cases where the sudo cookbook can interfere with sudo permissions, causing remaining tasks to fail. This impacts the vanilla standalone experience, provisioning anything on Google, and potentially other providers when connecting as a user that requires sudo.

      Google example:
      GCE adds user accounts and grants them sudo via their daemons. So configuring a google provider in coopr standalone, you'd use your own user account and your key. Host provisions, coopr-base wipes out the sudoers file until the google daemon adds sudo perms back. If the subsequent tasks runs in this window, cluster fails.
