      Description

      it appears GCE has changed their behavior when a quota is exceeded, for the better. Where before the server would seemingly get created then vanish, now the server create call fails with with the following:

      2015-02-26 20:49:35 -0800 dereks-macbook-air.local.5058 ERROR: Unexpected Error Occurred in FogProviderGoogle.create: #<Fog::Errors::Error: Quota 'CPUS' exceeded.  Limit: 300.0>
      

      However, this change of behavior is causing Coopr to leak disks, I believe since they are created first and never get associated to the server.
