Teradata JDBC drivers doesn't return nullable information

      Description

      Database plugins use the information sent from the JDBC drivers it uses (ex: mysql, sqlserver, teradata) for determining if a field is nullable. While most drivers return this information, some drivers do not return this information (Ex: Teradata drivers).

      Database plugins should allow using the information provided by the user in the output schema if the underlying JDBC drivers doesn't return the information we are looking for.
